One person is injured on Victorian roads every 30 minutes and the cost of road trauma is estimated to be more than $3 billion each year. Speed plays a part in about one third of Victorian deaths and injuries, so improving the safety of road users relies heavily upon everyone travelling at safe and legal speeds appropriate for the conditions.

Road cameras, or safety cameras, have proven to be one of the most effective ways to get drivers to slow down and, ultimately, save lives. There has been a 47% reduction in crashes resulting in death or injury at Victorian intersections fitted with a safety camera. Fines from road safety cameras account for just 8% of the cost of road trauma with $259.5 million recorded for the 2011-12 financial year.

There are three types of safety camera systems operating throughout Victoria:

  • Fixed safety cameras – placed at signaled intersections and can detect both speed and red-light offences.
  • Mobile safety cameras – placed at locations which have a high risk of road trauma, excessive speed complaints or areas where speeding is identified as a safety risk.
  • Point to point – used on the Hume Highway and Peninsula link and measures average speeds of vehicles over distance.

Road Camera Penalties

Road safety cameras are only one tool in implementing the Safe Speeds component of Towards Zero. An increased number of Victoria Police officers are also carrying out additional speed enforcement measures using mobile radar or laser equipment, high-visibility patrol cars and unmarked vehicles to keep everyone safe on the roads.
